1Heat extra-virgin olive oil in a skillet over medium heat.
2Cook and stir red pepper, onion, celery and a pinch of salt for about 5 minutes, or until onion is soft and translucent.
3Continually stirring, add cappers and cook for an additional 2 minutes.
4Remove from heat and cool to room temperature.
5Stir Salmon, onion mixture, mayonnaise, bread crumbs, garlic, mustard, cayenne, seafood seasoning, salt & ground black pepper together until well mixed.
6Cover the bowl in plastic wrap and refrigerate until firm and chilled, 1-2 hours.
7Form salmon mixture into patties; sprinkle panic bread crumbs onto each side of patty.
8Heat olive oil in a skillet over medium-heat. Cook patties until golden brown and cooked through, 3-4 minutes per side.
